The Ministry of Agriculture submitted for public discussion the Draft Proposal of the Agricultural Land Consolidation Program for the period from 2022. until 2026 and the tender drafts for the implementation of operations type 4.2.1 “Increasing the added value of agricultural products” and 4.2.2 “Use of renewable energy sources” from the Rural Development Program 2014-2020.
According to this Program, the planned period for the implementation of consolidation is from 2022. until 2026 year, and will be implemented on an area of at least 18,000 ha of agricultural land. Funds are provided from the Mechanism for Recovery and Resilience and national funds provided through the reform measure C1.5 R2 “Improvement of the system for restructuring agricultural land and compaction”, and the approximate amount of available financial resources needed for the implementation of this Program is HRK 300 million. According to the Plan, the consolidation process will be carried out in several main phases that will differ in scope and duration. The implementation of consolidation will begin by determining the area where consolidation projects will be implemented. Data will be collected and analyzed on the land on which consolidation is planned, such as ownership status, existence of real rights, land layout, land value assessment, updating data in the cadastre and land registers, and the like. Implementation will further include surveying, arranging property-legal relations, exchange or sale of land, transfer of ownership, establishment of easements, calculation of land value, construction of roads, drainage networks and other constructions, entries in the cadastre and land registers and other public registers are carried out, which the compaction process ends.
The purpose of the tender for processing (4.2.1.) and the use of renewable energy sources (4.2.2.) is to eliminate the consequences of the crisis caused by the disease COVID-19 and revive the potential for sustainable growth and employment, as well as the transition of companies towards a green and digital economy by investing in capacities for processing and marketing of agricultural products and investments in efficient use of energy. The total amount of public support funds available under the Tender for processing is HRK 200 million and HRK 70 million for the use of renewable energy sources, and the planned deadline for submitting the Request is the 17th. November 2022
