SYSTEMATIC ENERGY MANAGEMENT IN SDŽ

Split-Dalmatia County, in accordance with legal obligations, implements systematic energy management in buildings that are owned and/or managed by budgetary and extra-budgetary users of Split-Dalmatia County, and the Dalmatian Energy Agency is responsible for the continuous implementation of this activity and the coordination of the ISGE system.

ENERGY RENOVATION OF PUBLIC BUILDINGS

As a follow-up to systematic energy management activities, the agency is preparing energy renovation projects of county public buildings for co-financing from national/EU funds, and potentially other projects in the field of energy efficiency and/or renewable energy sources for which the possibility of obtaining grants is indicated.

ENERGY INSPECTIONS AND CREATION OF ENERGY CERTIFICATES OF PUBLIC BUILDINGS

The public display of the energy certificate is mandatory for buildings of public purpose or independent units of buildings that are used for public purposes in mixed-use buildings. DEA prepares energy certificates for public buildings owned by Split-Dalmatia County, and so far over 200 energy inspections of public buildings have been conducted.

How solar power plants work in Croatia

The solar power plant is connected to the installation of the building and is in parallel operation with the grid. The produced energy is used for own needs, and any excess electricity is delivered to the network to the selected supplier. If additional electricity is needed (for example at night), it is taken from the public distribution network through the same accounting metering point (OMM), in such a way as to compensate with the previously produced surplus.

According to the Ordinance on simple buildings and works, solar power plants on existing buildings are classified as simple works, and their construction does not require a building permit, but works are carried out based on the main project and the consent of the HEP Distribution System Operator (HEP ODS). The procedure is very simple, especially if it concerns the consumption category Household (as of April 1, 2018).

The procedure for obtaining approval for the construction of the SE solar power plant has been significantly simplified in the last year as follows:

1. Creation of the project

2. The Main Project and the request that we fulfill on your behalf
you teach at HEP. We guide you through the mentioned procedure,
we communicate with HEP if there is a need for it

3. Construction of the power plant, after which it is handed over to HEP
a request to change the meter and certificates for installed goods

4. Upon receipt of the documents, HEP places a two-way counter
issues a contract on permanent use, which is the whole procedure
finished

Required data for creating the project:

Name and surname of the person to whom the electricity connection is connected.

Number of calculation measuring point (OMM) and power and phase connection (single-phase/three-phase).

Address and social security number of the above-mentioned person.

Cadastral parcel and cadastral municipality where it is located
power connection.
