Today, the Government passed a Decision extending the deadline for exercising the right to co-financing the energy renovation of family houses until 31. December 2022 years. This decision ensures the continuity of energy renovation even before the adoption of the new Renewal Program for family houses, which will cover the period until 2030. years.
The goal of the Program for energy renovation of family houses for the period from 2014. until 2020 with a detailed plan for the period until the end of 2020. of 2018 is an increase in the energy efficiency of existing houses, a decrease in energy consumption and CO2 emissions into the atmosphere, and a decrease in monthly costs for energy sources, with an overall improvement in the quality of life. At the same time, the planning and implementation of these activities also implies the engagement of local companies and experts, i.e. the stimulation of economic activity.
The Government of the Republic of Croatia at the session held on 16 July 2021 passed the Decision on the extension of financing in 2021. year of implementation of the Program for energy renovation of family houses for the period from 2014. until 2020 with a detailed plan for the period until the end of 2020. (Official Gazette, number 83/2021), which included the energy renovation of family houses that were not damaged in the earthquake and the energy renovation of family houses damaged in the earthquake. Based on the same, the Environmental Protection and Energy Efficiency Fund is 2021. and published a public call for energy renovation of family houses (EnU-2/21) that were not damaged in the earthquake, with secured funds for co-financing projects in the amount of HRK 300 million. The public call is closed in December 2021. years. A total of 8,495 requests from citizens, equally from all parts of Croatia, were received, in which co-financing was requested for more than 16,000 energy efficiency measures and the use of renewable energy sources. The processing of the received requests is ongoing and it is expected that, in addition to the additional HRK 90 million provided by this Decision, 5,800 projects will be accepted with an average co-financing of HRK 67,000 per project. However, in 2021 In 2008, a public call for co-financing of the energy renovation of family houses damaged in the earthquake was not published, for which HRK 100 million was provided. Unspent funds will be used for the implementation of this activity in 2022. year.
The new program for energy renovation of family houses, which will cover the period until 2030. is under construction and the Ministry of Spatial Planning, Construction and State Property will propose it to the Government of the Republic of Croatia for adoption in 2022. years.
In accordance with the Long-term strategy for the restoration of the national building fund until 2050. year, the obligation of the Republic of Croatia is to gradually raise the current annual rate of renovation of the total floor area of buildings from 0.7% to 3% per year. In order to ensure the continuity of the renovation even before the adoption of the new program for encouraging the energy renovation of family houses, it is proposed to extend the deadline for exercising the right to co-financing until 31 December 2022 within the framework of the existing Program, until the remaining funds from 2021 are used up. year for the implementation of this activity.
Financial resources for the implementation of this Decision in the total amount of HRK 190 million are provided by the Decision on the distribution of results and the method of using surplus income of the Environmental Protection and Energy Efficiency Fund in 2022. year.
Funds in the amount of HRK 190 million for energy renovation of family houses in 2022. in 2018 were secured from the national funds of the Fund for Environmental Protection and Energy Efficiency, by distributing funds from the Plan for the use of financial resources obtained from the sale of emission units through auctions in the Republic of Croatia in the following manner:
HRK 90 million is intended for co-financing the energy renovation of family houses that were not damaged in the earthquake, throughout the entire territory of the Republic of Croatia, based on the Public call for energy renovation of family houses (EnU-2/21) from 2021. that year
HRK 100 million is intended for the co-financing of energy renovation of family houses damaged in the earthquake, after implementation of structural renovation and/or after repairs of non-structural elements, i.e. in comparison with the same.
Energy renovation of family houses damaged in the earthquake is co-financed at a rate of 80% of eligible costs, with the aim of ensuring equal conditions for co-financing constructive and energy renovation, and encouraging citizens, owners of family houses, to comprehensive renovation.
This Decision ensures continuity of energy renovation of family houses and contribution to the national climate and energy goal.
